Rulemaking Delegation - Consumer Confidence Reports

Summary

Chapter 246-290 WAC sets rules for large public water systems, including requirements for consumer confidence reports (CCRs). CCRs are public information documents that community water systems must send to their customers each year, describing the quality of the water they provide.

Additional Background

The Board delegated rulemaking authority to the Department of Health (Department) in January 2026 to align chapter 246-290 WAC with updated federal requirements in 40 C.F.R. Part 141, Subpart O. The federal revisions, published by the Environmental Protection Agency (EPA) in May 2024, improved the readability, accuracy, and risk communication of CCRs, and require systems serving 10,000 or more people to provide CCRs twice per year. 

The Department adopted amendments to WAC 246-290-025 and WAC 246-290-72001 through 246-290-72400, along with editorial updates. The CR-103P was filed as WSR 26-08-023 on March 23, 2026. The changes take effect January 1, 2027.
