CR-102 Proposed Rule Alert: Newborn Screening – Adding OTC Deficiency, GAMT Deficiency, and ARG1-D

The Washington State Board of Health (Board) recently filed paperwork with the code revisor to begin rulemaking work on newborn screening. The proposed rule includes updates to the definitions and list of screening tests for three new conditions to be added to the list of conditions that all newborns in Washington State must be screened for at birth. These conditions are Ornithine transcarbamylase deficiency (OTCD), Guanidinoacetate methyltransferase (GAMT) deficiency, and Arginase 1 deficiency (ARG1-D).

The paperwork filed is a CR-102 form (WSR 25-20-091). This form announces the proposed rule to the public. It also includes the proposed rule language. The proposed rules are in English on the Board’s webpage.  

To submit comments on the proposed rule, you may do so in the following ways:

  • You may submit written comments through October 27, 2025, using the following options:
  • You may provide verbal comments during the rules hearing open to the public on November 19, 2025. The rules hearing begins at 11:00 a.m.
