The Washington State Board of Health (Board) called a hearing at its June 1, 2021, special meeting to determine whether Spokane Regional Health District (SRHD) Administrative Officer, Amelia Clark, refused or neglected to obey or enforce RCW 70.05.050 in the dismissal of the SRHD local health officer. The Board directed staff to retain an Administrative Law Judge of the Office of Administrative Hearings (OAH) to serve as the presiding officer for the purpose of conducting an administrative hearing to determine whether Ms. Clark failed to carry out RCW 70.05.050 OAH assigned this matter as OAH Docket No. 195340.
The hearing was originally scheduled for January 2022 and was subsequently rescheduled to September 2022. Ms. Clark recently accepted a position outside of the State of Washington, which will begin when her contract with Spokane Regional Health District’s local board of health ends on September 16, 2022.
On Aug. 15, 2022, the Board filed a Stipulation of Dismissal and [Proposed] Order with the OAH. The Board and Ms. Clark stipulated that the matter, including the administrative hearing, be dismissed, and that Ms. Clark will not accept an appointment as the administrative officer of Spokane Regional Health District’s local board of health in the future.
On Aug. 16, 2022, OAH ordered that the matter, including the administrative hearing, be dismissed based on the stipulation of the parties.
