Requesting informal feedback on draft updates to chapter 246-290 WAC, Group A public water supplies

The Washington State Board of Health (Board) wants your feedback on draft updates to WACs 246-290-315 and 246-290-71006, regarding PFAS in Group A public water supplies.

This is your chance to suggest changes, ask questions, or share your ideas. Your feedback will help shape the rule before it’s opened for formal public comment.

The informal comment period ends on Wednesday, June 11, 2025, at 11:59 p.m.

Project Background

The Board sets rules for large public water systems. These rules ensure public water systems are safe and reliable to protect public health. 

On September 30, 2024, the Board filed a CR-101, Preproposal Statement of Inquiry, as WSR 24-20-093. The Board is exploring changes to WACs 246-290-315 and 246-290-71006 to keep current protections related to per- and polyfluoroalkyl substances (PFAS) in place until new federal regulations are effective. The Board will also consider adopting new state action levels (SALs) for PFAS based on the Environmental Protection Agency’s new science, in addition to other changes. The Board is working with the Department of Health (Department) on this rulemaking.

The Board has previously approved changes to WAC 246-290-315 through an emergency rulemaking. The Board approved these changes on June 12, 2024. They are filed as WSR-24-14-016. This rulemaking will explore permanently adopting these amendments, in addition to other changes.
